USE-CASE - The business users starts with a non-FEB page that has a link to invoke the FEB form. These users are from different business organizations but all have the same business role of 'Applicant' to us. The non-FEB page URL has a query part that differs by user organization. When the user finishes with FEB submission, they need to go back to their own referrer page. The action completion URL provides a nice launching pad to go back but there is no easy way to change it based on context.
ok, thanks for the additional information. I have added this to the feature backlog. This is potentially a good candidate for an additional URL parameter on the form too, to tell the form where to redirect to after it is complete.

Could you have the form by a fake User interface and use a service to take value from the ui to create an actual record? You could use url string paramaters to tell the form which url to redirect to, then use a form button to call the real submit and redirect the user back to their correct landing page. It is a bit of extra work, but I have several apps that do this.
