Chapter 5

In Chapter 5, the authors discuss the importance of partnerships and bringing all stakeholders together including employers, educators, community leaders, and policymakers. Our last discussion focused on employer partnerships. This week, please talk about what community partners you work with currently and what those partnerships look like. Please share what both sides gain from the partnership as that will be the key selling point for someone trying to start a new partnership. Also, share what ideas you have to create new partnerships and what those may look like.

I think our greatest partnership at this time is with Blue River Career Programs (BRCP). We are able to use the building for our offices and classroom, along with being able to take advantage of the facility for skills training. Another partnership that comes into play with the skills training is with WorkOne. Thanks to the work of people on all sides, BRCP is able to provide CNA and EMT training. Having those trainings extends our partnership to different facilities in our community for the hands-on training portion. We also partner with our local jail to provide HSE classes there. We recently started a partnership with Grace House here in Shelbyville. Grace House provides help for men who are trying to get back on the right path after incarceration. We will be helping these men with workforce skills, along with HSE class if needed. Creating new partnerships can start with seeing a need. In the past, we have had partnerships with local churches, factories, and IvyTech. We often used these facilities for classrooms. If we saw several people coming from the sa me factory needing our services, we investigated if it would be more helpful to start a class in the factory. Local churches have opened their doors to house classes when we did not have the space at BRCP. IvyTech also allowed us the use of one of their classrooms until we were able to secure another room at BRCP. I believe it's a win-win for all parties involved. Everyone is getting exposure for their cause or business. For some, there is financial gain. For others, there can be recognition to show shareholders. In order to start a partnership, the end results for all parties involved must be considered.

Partnership are important to increase student success and outcomes. Serving students only within a DOC facility requires some creativity with partnerships. DWD is the partner who provides us major support through job services and job placement. DWD has a program called HIRE who focuses only persons with a felony or incarcerated placement. We also partner companies in the correctional facility who are unable to find offender workers due to employee job skill gaps. Offenders meet in a classroom setting for six weeks and then receive an opportunity to reapply for a position they were previously unable to meet the employer skill level. Our next focus forming partnerships will be to participate in local consortia meetings within the region of the facility.

Partnerships are key, and any turn over of key personnel on the part of one entity can provide a negative, or, positive outcome on moving forward. By entering into a Memorandum of Understanding (MOU) or other type of written agreement, it may serve to provide a structure for moving forward at such time employees you have been working with are no longer employed, and you need to approach different people within an organization to begin new channels of communication. This is better viewed as a basic framework. It is important in establishing new relationships to bring to the forefront the advantages of the partnership for all involved. In the absence of seeing advantages, it may lead to a lack of interest in participating and/or communicating. It is important the individual/s within the organization you will be dealing with has the time needed to participate in key meetings or other communications. This has been my experience throughout the years.

In our program we are practicing what to do after the HSE. We work with a local WorkOne rep who helps our students get funds for taking the test and then upon completion getting job training or possible continuing education at the college level. This benefits WorkOne because we do an online referral that gets the student in the system with Workforce development programs. The Be Somebody Now and the Work Indiana program. With our partnership with local employers and with WorkOne, we can provide our students with employment opportunities they could get without obtaining their HSE. This in turn benefits local businesses who are looking to fill open positions at their work sites or business school settings.
