I am doing a research about the urban growth of Seoul. I have been collecting a lot of information for my project but I have not been able to find the complete master plan for urban development in the 1960s or one of the firsts to be developed and implemented. I am writing to you to ask for your aid in this matter, if you could provide me with this information that I am missing. Also I have doubts about the statistics of the employment structure of Seoul when it became a city. We are considering the begginings of a city when the secondary and terciary industrias together are between 51% and 60%. So far, I have found this table in the book: Seoul 20th century growth and change in the last 100 years.
By this time, is it Seoul a city yet? Or when the industry takes up?

And maybe try to use the key word "1966년 서울 도시기본계획" while searching for material.
That's the first time that I hear that a city is defined by the % of secondary and tertiary sectors. Usually, it's defined by population size. That's very interesting. In the 600 years of Seoul's history, nobody of the citizens was officially a farmer. Farmer and so on had to live outside the city walls, as far as I know.
