Netlimiter blocking access to Windows 10 Xbox Live servers? IKE and AuthIP IPSec

I installed the demo version of Netlimiter 4 months ago to limit the bandwidth speed of game updaters. I've since deleted all of the rules and filters I had set in Netlimiter and uninstalled Netlimiter months ago.
Can someone tell me if Netlimiter uses a "securenat" virtual adapter? Ever since installing Netlimiter I've had a "securenat" device showing in my router's web interface since installing Netlimiter and it persists even after I've uninstalled Netlimiter.
The only other program I know of that uses the "securenat" device is Softether VPN, which has never been installed on this computer.
The reason I mention this is because since installing Netlimiter and noticing the securenat device Windows has been blocking Windows 10's ability to connect to the Xbox Live servers. I believe Netlimiter has changed something with either the Base Filtering Engine service or the IKE and AuthIP IPSec Keyring Module service, as Netlimter and the Windows 10 service for Xbox Live Networking both rely on these services to be running.
As other users with the securenat virtual device h ave reported, the IKE and AuthIP IPSec Keyring Modules service fails to start with error code 13876, which would be required for certain Xbox Live connectivity. As a result Forza Horizon 4 attempts to restart this Keyring Modules service several times per minute slowing the game to the point at which it is unusable, producing the error in event viewer:

As I stated before this securenat virtual device seems to be enabled through installing Netlimiter 4 and uninstalling Netlimiter does not seem to disable it as it still shows as active in my router web interface. I need a way to remove the securenat completely without reinstalling Windows 10.
