Curious how other dms would manage a character wanting to "fly" I was considering making an ability under the utility tree and giving it a sustained cost. to prevent it from being a free ability to position oneself out of most creatures limited attack range. The alternative is making it racial, and giving a significant draw back as a result. Any opinions?

I've done flying a couple ways. For racial, I had the player spend their talent to get Fly as an extra movement, where they had to land at the end of movement. I also created another Talent for hover. As a skill, I've had a custom Fly Skill, and I said that the player had to choose it as one of their 5 Major skills. In order to fly, they had to make a DC 12 check, and, if successful, could fly up to their Flight Range. Hover was a higher DC. In an early version of the game, we had a "Conjure Wings" and "Greater Conjure Wings" series of Abilities, which I could scrounge up if you wanted to reintroduce. Hope this helps!
